Steps to reproduce:
1. Clone and checkout the master branch of Wine Mono.
2. make tests
3. wine tests/run-tests.exe
x86.MonoTests.System.TimeZoneTest:ToLocalTimeAtDSTBoundaries

The same test still works in 64-bit processes.

Bisecting shows:
