On Windows every relative mouse movement is compared against the mouse threshold, more information here: http://msdn.microsoft.com/en-us/library/ee500883.aspx http://msdn.microsoft.com/en-us/library/aa227574%28v=vs.60%29.aspx It looks like windows sends two / four mouse movements events, as soon as the threshold limits are exceeded. On wine there's only one event, with much larger values, resulting in the jumping.
