[Bug 44092] user32: sysparams test in Windows permanently vertically shortens the test shell window

I run a winetest, then leave the dialogue box open which asks to submit the
results.  Then I run the next build's winetest.  I find that every winetest
shortens those previous dialogue boxes, even to the point where the "yes" or
"no" buttons are not visible, not clickable, and I have to press "y" in order
to select "yes".
