Well, if I remember it correctly there was no need to add more patches on top
of wine-2.2x + staging, therefore I can agree to you that this is fixed in
staging. However, both maintainer of the staging patchset have retired and even
though there is some effort made by a team of individuals, to get staging back
to live and rebased for >=wine-3.x, it is not yet fixed. 


The patch from #4 does not apply anymore.
