[Bug 15094] Wine won't install FAA Safelog

OK, I couldn't shrink the log down enough to get it as an attachment, so I
FTP'd it here:  www.flybdfc.com/SafelogFAAErrorLog.bz2         Hopefully that
works.  

I added the missing .dll, which fixed a different problem I found, but no luck
unlocking the program.
