[Bug 51362] user32:sysparams times out on the cw-* Windows 10 1507 machines

If not manually disabled the 19.11.3 driver sometimes pops up a dialog offering
to upgrade (see bug 51408). This dialog does not cause user32:sysparams to time
out.
