Oops, I misspoke when I said rsaenh doesn't support HMAC.  It does (see
free_hmac_info, copy_hmac_info, etc. in rsaenh.c), but I'd guess CryptImportKey
needs to use the HMAC code when passed the CRYPT_IPSEC_HMAC_KEY flag.
