I've never tested uninstalling before, but I did a quick test with 1.5.27 because I already had that version built, and the behavior was the same. Mono does not uninstall for me either.
That sounds like a problem with the wineprefix. Note that if it is a 64 bit wineprefix, you have to run the uninstaller with wine64.
