[Bug 51603] All applications were running with a crash dialog, and can not run any application after re-create the .wine prefix.

wine-staging-6.14 prefix creation working

I tested wine-staging-6.14 and it created a new wineprefix without "could not
load kernel32.dll, status c0000135" message

The winedbg problem has been happening from wine-6.13, wine-6.12 was the last
version it was not crashing in. The winedbg problem isn't a wine-staging issue
but a wine-devel issue.
