[Bug 12695] when calling wineprefixcreate from wine launcher, WINEPREFIX is ignored

It works if you return in libs/wine/config.c around line 212 when errno ==
ENOENT. Maybe Alexandre did it on purpose to prevent wineprefixcreate from
running in case you made a typo in $WINEPREFIX ?
