Seems like you didn't properly close the setup. wineserver -k helps with that.
After that, you should delete .wine and try again.

Can you create the folder yourself? Or don't you have permission for that?

What filesystem is your .wine folder on, is it ext4/zfs/... ?
Could you attach a log with WINEDEBUG=+timestamp,+tid,+file ?
