[Bug 13917] Supreme Commander won't let me select high fidelity

LOD and Texture level always allowed for High settings, this is not news. This
bug is NOT fixed. I confirmed that Fidelity still can only be set to Medium in
1.1.0.

On a related note, it seems that a few new effects seem to be working now in
SupCom. Oh wonderful explosions!
