I believe this should work now. It was implemented in RtlFormatMessage(),
5bb9f86dbe6cba002b3cd3b71c73f52a97ce6a60. Later kernelbase/kernel32 were
switched to it with 7b01281745e520397ccabf1ab315095070a0772d. Tests are also
present, this is probably safe to close.
