Radiant DICOM Viewer still cannot export video to mp4 under wine. 

MFCreateSinkWriterFromURL() is already implemented. (
https://bugs.winehq.org/show_bug.cgi?id=45862 is fixed)

Although MPEG4 codec(?) (GUID: dc6cd05d-b9d0-40ef-bd35-fa622c1ab28a ) has not
been implemented properly yet.
