[Bug 41978] Lightshot requires GdipCreateAdjustableArrowCap in built-in gdiplus

Steps to reproduce: 

1. Start the utility. It will open up a background process and you will need to
look for a purple leaf.
2. Click on the Lightshot system tray icon. 
3. Once you are in screenshot mode, select an area, and then use the Arrow tool
and draw an arrow in the selected area. You should receive the terminal output
