[Bug 53796] Audacity's splash screen is not rendered properly

I've dug even deeper.

With default settings which are

[AudioIO]
RecordingDevice=Wine Sound Mapper - Input
Host=MME
PlaybackDevice=Wine Sound Mapper - Output

It's all good.

And this breaks the splash screen:

[AudioIO]
RecordingDevice=Primary Sound Driver
Host=Windows DirectSound
PlaybackDevice=Primary Sound Driver
