Since a certain version of Wine (3.16 or 3.17 or 3.18 ), gamepads in Steam games have critical issues. From my personnal experience : -> Rabi-Ribi doesn't detect the gamepad now -> Sonic Mania crashes at the startup now : https://bugs.winehq.org/show_bug.cgi?id=46361 So the problem concerns not only Sonic Mania but all Steam games apparently... PS : Curiously, Proton, a Wine fork of Valve, uses 3.16 version of Wine. And Wine gamepads issues appears apparently around version 3.17 of Wine.
