[Bug 31861] Steam needs unimplemented function ADVAPI32.dll.StopTraceA when wine is set to vista or win7

Well, you could reopen 31929, but it'd be cleaner to open a new one
for the non-ADVAPI32.dll.StopTraceA bug.  Maybe wait until wine-1.5.15 is
released (tomorrow?), make sure the bug's still in that version, and then file
the new bug.
