Whether or not the option is selected, the virtual desktop's titlebar and borders get decorated by the WM. If I revert back to 1.3.35, the option in question changes whether window decorations get rendered or not for virtual desktops. I'm using XFCE (4.6.1) on Ubuntu Lucid.
