Test case

Adding testcase for easier reproduction:

Bad:
> Ret: cDig: 1, dwInFlags: 2388, dwOutFlags: 256, cchUsed: 4, nBaseShift: 0, nPwr10: -2

Good:
Ret: cDig: 3, dwInFlags: 2388, dwOutFlags: 256, cchUsed: 4, nBaseShift: 0,
nPwr10: -3
