[Bug 39811] GetLongPathName not working on case insensitive filesystems when short path is passed

The suggested fix is OK with me.

After release, we might try putting in a test for the name matching the pattern
of a short name and, if it doesn't, returning STATUS_NO_MORE_FILES.  Obviously,
we'll have to be much more careful with the testing this time around. :(
