The winehelp wrapper starts winhlp32.exe, but the winhelp commandline
is appended to winhlp32.exe without a separator:

wine winevdm  winhelp CONTROL.HLP 
trace:winhelp:WinMain16 starting
"C:\\windows\\system32\\winhlp32.exeCONTROL.HLP"

I send already a patch. ( http://source.winehq.org/patches/data/63628 )
The bug is here to be nominated for Wine 1.2.1
