Still not fixed in wine-1.1.39-163-g583f0f0. Tested on Nvidia v190.53(GT8600).

SimCity 4 with DirectX renderer has the windmill problem shown in comment #7.
OpenGL and Soft renderers are ok as i mentioned in comment #10.
