[Bug 20439] TroopMaster hangs on startup

OK, maybe a correction to the prior posts.  The program may not actually HANG,
but it is extraordinarily slow to respond.  I left it hung in the background
for a while (maybe 20 min) and when I closed the window on top, the Troopmaster
window was active.  I got it to activate the DOTNET function, and now it seems
to be acting like bug 8997.  

Is the slow response a different issue?
