The desktop size setting in winecfg is ignored and the virtual desktop is always full-screen no matter what. I haven't done a bisect, but seeing this bug and the changes from the ~bad~ commit, I guess this is really the same issue. I have a triple-monitor setup, but it actually acts as a single monitor (it is reported as one large primary monitor). I can reproduce the issue by creating a new wineprefix and activating a virtual desktop of 800x600. Unless the current resolution is 800x600 or lower, this should open subsequent wine windows in a 800x600 virtual desktop window. Instead, I get a full-screen virtual desktop when I run winecfg again.
