Again, im seeing this from a user perspective, so eg. in a dx9 app, i can flip the vsync option, and see vsync fps is capped at monitor hz, flipping it off the fps is "free". After the hack i did + the staging patch, this also works exactly the same with dx11, but as you say: this is not intended.
