It has this condition: (NOT PRODVERFOUND) AND (NOT Installed) NOT Installed evaluates to true because it's a fresh installation. NOT PRODVERFOUND also evaluates to true because PRODVERFOUND is not set. PRODVERFOUND would be set by the FindRelatedProducts action if a product with upgrade code {E4ADC294-C502-4A61-BFF3-76589157E6C7} is found with a version equal or greater than 0 (note that this is an invalid version number according to MSDN, it should be 0.0.0).
