[Bug 42631] Mouse input cause camera drift in multiple games: Unity-engine games, Fallout4, etc

As an added piece of information.  When in game in a 'mouse mode' (navigating
menus, etc) the mouse moves as expected.  But in 'control modes' either first
or third person the problem occurs.
