To reproduce:

At an admin terminal, run "netsh winhttp show proxy". This should show no proxy
(use "netsh winhttp reset proxy" to reset it).

Run "winhttp_test.exe winhttp".

Run "netsh winhttp show proxy". It now shows a proxy of "foo" and a bypass list
of "foo".
