[Bug 22001] datetime.c test fails when LC_CTYPE="ru_RU.UTF-8"

Hmm.. just took a look at the test source. It seems that not test is defective,
but datetime control is. The date strings are compared one from WM_GETTEXT on
datetime control, and another one (correct) from GetDateFormat.
