[Bug 16013] xmllitesetup (subinstaller of IE7) fails to install

Doing the following creates a correct cat file out of the cdf file mentioned by
Hans:

CryptCATCDFOpen
Loop through the header with CryptCATCDFEnumCatAttributes
Loop through the catalog files with CryptCATCDFEnumMembersByCDFTagEx
CryptCATCDFClose

All tested with a modified and crosscompiled wintrust/crypt test on W2K3.
