Here we go.

1.Open Fireworks.
2.Start a new file
3.Draw a rectangle with simple border
4.Copy to clipboard
5.Start another file
6.Paste rectangle
7.Strange border appears, see screenshot attached.

If this not happening. Try to restart fireworks and do that again.
