[Bug 37065] Mouse cursor often has incorrect transparency

I created a simple Windows program and compiled it with MinGW with loads the
specified myst.exe cursor .cur file and it does _not_ have the transparency
issue (it displays correctly), so this bug has to do with the interaction of
the cursor display bits and whatever else Myst is doing with the video mode.
