Sure enough, loading http://www.ograhl.com/pdfannotator/std/en/PDFAnnotatorSetup.exe (sha1sum 3dfeb5ee55df93fdf0bd03c2a2e6935279c81447) reproduced that error on startup; you can also reproduce it by doing Help / Tutorial, which loads a bundled pdf.
