Most likely you have installed a native one via winetricks.
This is a clean freshly installed wine 1.3.0... Unless somehow winetricks vcrun2003 has changed to include d3dx9_36.dll. The only difference seems to be 30d5e375e6f432b184ddc76d8d97c630718bd657.
