[Bug 39231] setupapi:devinst fails if privileges not high enough

The TestBot does not have any non-administrator test configuration at this
time, which may be why we do not see these failures anymore. Also, are limited
/ restricted user accounts still a thing?

So the first step should be to add such test configurations.
