[Bug 57030] VKBDevCfg-C detects device but no application functions available

There's a pending appdb entry. The gist: This application configures VKB
joysticks. The work-around using a Windows VM is a little cumbersome because:

- no firmware updates can be done because the device reboots into a firmware
loader mode and then disconnects from the VM.
- the device disconnects from the VM on each reconfiguration.
