[Bug 48851] WinSCP file transfer "The specified data could not be decrypted"

I have been continuing to use WinSCP on Ubuntu and its a central part of my
devops and change management workflows. 

I tested with a log4net config file just now and it does not fail. I have not
seen this issue for quite some time.

Current Env:
* Kernel: 5.13.0-39-generic
* Distro: Ubuntu 20.0.4
* WinSCP: 5.17.10.11087
* Wine: wine-5.0 (Ubuntu 5.0-3ubuntu1)

I will close this issue as its likely resolved with current SW stack.
