[Bug 44775] WineHQ packages are built without Vulkan support

On Debian the issue is not really fixable without hacks like introduced in
wine-staging for 3.10. The problem is that Debian jesse doesn't provide a
libvulkan package except in its backports, which not everyone has. In other
words it is not possible to build Wine with Vulkan support.
