[Bug 10067] Steam Failed to set file attrbutes

For me, Portal doesn't install because of this bug... I have the game on DVD,
and when I install it, it wants to install and update Steam first, and that's
when I get the error in this bug. Because Steam gets this error, the Portal
installation is stuck.
