[Bug 20206] Simultaneous ssl connections are spread over the time and some result in connection timeouts or other connection errors

With the new patches the behavior of wine continous being the same. Also this
ouput appeared with one of the torrent connection timeouts:

err:wininet:NETCON_secure_connect SSL_connect failed:
error:00000000:lib(0):func(0):reason(0)

but it only have appeared one time, usually nothing is ouput due to the
connection errors in utorrent.
