You have to identify where you having a problem. It doesn't matter what the cause is, 100% CPU is never a bug.
The problem is in the fact that something that EVE on Windows uses to limit its CPU usage is not operating the same under Wine. Go and find what it is instead of dismissing this issue ad infinitum.
