[Bug 27378] New distributions submitted in test reports are added even if the admin deletes them when processing

Still an issue, and the problem is even worse than originally described: the
distribution is not changed in the test report, so it can't simply be deleted;
the admin has to move the test report to another distribution (or delete it)
first.
