"Set defaults" doesn't change the active console settings. That's why you don't see any difference until restarting the console.

I tested the "Retain these settings for later sessions" option again and found that the keyboard configuration changed to Emacs mode immediately. [...] By the way, prior to the patch being applied, pressing Enter/Return caused the configuration to change.
Ah, on a closer look it seems both "Modify only current session" and "Retain these settings for later sessions" behave the same in this respect: Changing to emacs mode takes effect *after* the first keypress. (Only) the very first keypress is not interpreted correctly. No restart required. While testing I didn't consider this (sometimes testing "Ctrl+Y" and sometimes "foo,Ctrl+Y"), and probably therefore came to a wrong conclusion. I think in practice the behavior now is absolutely ok.
