So we no longer get the generic "load error 1359". The issues are now reported as either a missing dll, missing entry point, or missing version requested by a manifest. The remaining issue is (5s) timeouts occurring while running 'test.exe --list'. However so far those look like issues with the Windows snapshot being used, typically some update (Windows or the GPU driver) or disk scanning process slows down / interferes with the tests.
