[Bug 36734] TrackMouseEvent TME_LEAVE should not be influenced by dwHoverTime

@Johannes, you have to apply using the "Be a super maintainer" button on the
app page.

I believe this issue should no longer be marked as "NEEDINFO". We already have
a detailed report and the developer of a program that experiences this bug has
confirmed it. 

What other information is needed?
