I have the feeling the solution should be something like this patch.

I looked more through the code. I found a spot where the string height is
measured, but it's not used after that. Applying it to the toolbar height there
seems to reduce the problem. Maybe there is still some padding that's not
calculated correctly. I guess the proper fix will be somewhere in this area
though.
