[Bug 21903] gdiplus: graphics test crashing

It looks like it's crashing creating the 8-bit bitmap, but as far as I can tell
there's nothing unusual here:

status = GdipCreateBitmapFromScan0(10, 10, 10, PixelFormat8bppIndexed, NULL,
&bitmap);
