[Bug 23509] SetThreadAffinityMask() doesn't work correctly anymore

The result must always be like:
                       MPS  MCP  HTT  APIC  G  N  Affinity       Speed
Processors  |P| CPU-0  0    0    0    0000  0  0  0x00000001   3.17GHz
            |C| CPU-1  0    1    0    0001  0  1  0x00000002   3.17GHz
Each CPU must have predetermined APIC value, different from others.
