[Bug 18614] Problem with starting of wine or winecfg

It looks like you are using wine-wine-1.2.3 and install wine binaries to
/usr/local. I'd suggest to:
1. uninstall all traces of old Wine installs
2. use Wine git (or at least 1.3.18)
3. do all investigation running from the build tree
